UCI appoints Nicholas Raudenski as Head of the Fight Against Technological Fraud

The Union Cycliste Internationale (UCI) announces the appointment of Nicholas Raudenski – a former criminal investigator with vast experience in sports integrity – as Head of the Fight Against Technological Fraud. He will take up his position on 1^st May.

Mr Raudenski’s mission is to establish and lead a detailed global strategy for the fight against technological fraud in cycling, building on the work already carried out by the UCI in this domain. He will strengthen the UCI’s programme, optimise the use of existing resources, monitor and assess current technological advancements and supervise the development of new methods to detect technological fraud. He will also analyse and investigate – swiftly and robustly – all allegations and reports of possible technological fraud.

American-born and living in Switzerland, Mr Raudenski joins the UCI from the International Testing Agency (ITA) – the independent body in charge of the UCI’s anti-doping operations – where he has been Head of Intelligence & Investigations (I&I) since August 2021.

During his 23-year career working as a criminal investigator and in the highest echelons of global sports, he has served as Deputy Attaché, International Programme Manager and Supervisory Investigator with the US Department of Homeland Security including in investigations and international affairs. He then moved into sport and international football – five years with the Fédération Internationale de Football Association (FIFA) followed by two and a half years with the Union des Associations Européennes de Football (UEFA) – where he became one of the leading global authorities on I&I in sports, including match-fixing, corruption, and other ethical issues. This experience, together with his anti-doping work at the ITA, have seen him strive to uphold the integrity of sport through the development of detection methods, global investigations of organisations and individuals, use of intelligence collections, advancement of regulatory frameworks and governance standards, and the implementation of prevention and deterrence strategies.

His unrivalled experience in the areas of deterrence and detection, intelligence and investigations, and sports integrity will be a huge bonus to the UCI’s work to ensure the highest ethical standards and that everyone understands that there is no room in cycling for the fraudulent use of a motor or any other activities that infringe the UCI Regulations.”

An important tool in Mr Raudenski’s work at the UCI will be the secure reporting platform UCI SpeakUp, launched by the UCI in 2021 and a key element of the Federation’s Cycling Integrity programme.  UCI SpeakUp is available for all cycling’s stakeholders (for example riders, their entourage, officials and organisers) to confidentially share any information or report suspicions of actions that could undermine the integrity of our sport. L'UCI nomme Nicholas Raudenski à la tête de la lutte contre la fraude technologique

L'Union Cycliste Internationale (UCI) annonce la nomination de Nicholas Raudenski – un ancien enquêteur criminel possédant une vaste expérience en matière d'intégrité sportive – au poste de Chef de la lutte contre la fraude technologique. Il prendra ses fonctions le 1^er mai.

La mission de M. Raudenski consiste à élaborer et mener une stratégie globale détaillée pour la lutte contre la fraude technologique dans le cyclisme, en s'appuyant sur le travail déjà réalisé par l'UCI dans ce domaine. Il renforcera le programme de l'UCI, optimisera l'utilisation des ressources existantes, suivra et évaluera les avancées technologiques actuelles, et supervisera le développement de nouvelles méthodes de détection de la fraude technologique. Il analysera et investiguera également, de manière rapide et rigoureuse, toutes les allégations et tous les rapports relatifs à une éventuelle fraude technologique.

Né aux États-Unis et vivant en Suisse, M. Raudenski rejoint l'UCI après avoir travaillé à l'International Testing Agency (ITA) – l'organisme indépendant en charge des opérations antidopage de l'UCI – où il occupait le poste de Head of Intelligence & Investigations (I&I) depuis août 2021.

Au cours de ses 23 ans de carrière en tant qu'enquêteur criminel et dans les plus hautes sphères du sport mondial, il a occupé les postes d'Attaché adjoint, de Responsable de programme international et d'Enquêteur superviseur au sein du Département américain de la sécurité intérieure, notamment dans le cadre d'enquêtes et d'affaires internationales. Il s'est ensuite tourné vers le sport et le football international – cinq ans à la Fédération Internationale de Football Association (FIFA) suivis de deux ans et demi à l'Union des Associations Européennes de Football (UEFA) – où il est devenu l'une des principales autorités mondiales en matière d'I&I dans le sport, notamment dans le domaine des matchs truqués, de la corruption et d'autres questions éthiques. Cette expérience ainsi que son travail de lutte contre le dopage à l'ITA l'ont amené à s'efforcer de préserver l'intégrité du sport en développant des méthodes de détection, en menant des enquêtes mondiales sur des organisations et des individus, en recourant à la collecte de renseignements, en faisant progresser les cadres réglementaires et les normes de gouvernance, et en mettant en œuvre des stratégies de prévention et de dissuasion.

Le Président de l'UCI David Lappartient a déclaré : « La poursuite d'une lutte efficace contre la fraude technologique est un élément clé de l'Agenda 2030 de l'UCI, et nous sommes ravis que Nick Raudenski nous ait rejoints pour exclure toute possibilité pour les athlètes de tricher sans se faire prendre. Son expérience inégalée dans les domaines de la dissuasion et de la détection, du renseignement et des enquêtes, ainsi que de l'intégrité sportive, sera un atout considérable pour le travail de l'UCI visant à garantir le respect des normes éthiques les plus élevées et à faire comprendre à tous qu'il n'y a pas de place dans le cyclisme pour l'utilisation frauduleuse d'un moteur ou de toute autre activité qui enfreint le Règlement UCI ».

La plateforme de signalement sécurisée UCI SpeakUp lancée par l'UCI en 2021, élément clé du programme Cycling Integrity de la Fédération, sera un outil important dans le travail de M. Raudenski au sein de l'UCI.  UCI SpeakUp est disponible pour toutes les parties prenantes du cyclisme (par exemple les coureurs, leur entourage, les officiels et les organisateurs) pour partager en toute confidentialité toute information ou rapporter des soupçons relatifs à des actions qui pourraient porter atteinte à l'intégrité de notre sport. L'UCI rappelle qu'il est de la responsabilité de chacun de débarrasser le cyclisme de telles menaces. Chaque contribution peut être utile.
